I have done this for my school district. They do not want to pony up for some software. So there are a number of free opitions and things you might already have. The simple things work. Use paint and powerpoint and you can get the job done pretty easy. Put a few images together and group them in powerpoint.
Now let me see if I can find that address to the online sites I have to make logos.

and then there are places like http://www.logomaker.com/
If you use a service like that and they want you to pay for something you could and I am not saying cheat people, but if you just want one logo well printscreen and MS paint are always there.
